The challenges of today and tomorrow will not be addressed adequately by the solutions of yesterday. Therefore, new solutions must be developed and implemented.  Solutions to governmental problems require political action, which can be a significant hurdle to overcome.  An innovative solution might be the right answer but, due to political realities, will never be adopted.  Many other "solutions" are so watered down due to perceived political realities that they do not meet the new challenges as well as is possible.  Achieving the best, desired outcomes requires an innovative mindset that filters potential solutions through a prism of pragmatism.  That prism may require the ideal solution be modified slightly to be politically saleable or the solution be packaged and rolled out in a different manner to make it politically palatable.  Les Miller's public service accomplishments described below and in the web page Public Serivce Bio demonstrate his ability to develop new, politically palatable solutions.

Interoperable Communications System Design and Implementation for State and Local Governments 

  • Architect and project manager for the award winning Project Hoosier SAFE-T, a statewide voice and data communications system for local, state and federal public safety agencies
  • Project manager for $37 million project to replace the Indianapolis/Marion County  public safety and public service communications system 
  • Chair, Governance Working Group of the National Institute of Justice's National Task Force on Interoperability, which drafted a guidebook for state and local governments -- Why Can't We Talk" 

RFP Development, Contract Negotiation, Contract Compliance for Large Information Technology and Telecommunications Projects

  • Lawyer with hands-on experience in government procurement of large technology projects including RFP drafting and contract negotiation and contract compliance (savings of several hundred thousand dollars in one project)
  • Executive Director of Data Processing Oversight Commission with responsibility for all technology procurement and contract compliance for Indiana State Government

 Successful Funding Development and Budgeting Experience

  • Project management role for Project Hoosier SAFE-T required development of a unique funding source for bonds working with Governor's office, legislators and bonding authorities, assisting in obtaining federal funds and managing the implementation budget
  • Project management role for Indianapolis/Marion County projects required tracking of short term and long term financing funding sources and development of implementation budget working with financing agencies and others
  • IYP Solutions understands the current budget situation that state and local governments are struggling with.  Paying for public safety in the era of decreased revenues is always a top issue for state and local elected officials and police, fire, EMS and emergency management officials as they attempt to fulfill their responsibilities

Extensive Executive and Legislative Experience at Senior Levels of State Government

  • Senior executive in Indiana Governor's Office, Indiana State Police and Indiana State Emergency Management Agency (overseeing US Department of Homeland Security grants)

  • understands that any proposed solution must be modified as new information becomes available

Pragmatism in the governmental arena comes from:

  • significant, diverse experience with adoption and implementation of new public policies;
  • significant engagement with legislative and executive policymaking;
  • extensive interaction with the media;
  • strong commitment to an inclusive policy development process; and
  • involvement with the partisan political process.
